Vincent was born on March 8, 1906, in Council Bluffs, Iowa. He attended his parish school, St. Francis Xavier. The Holy Cross priests preached a mission at his parish in the fall of 1924, and Vincent left Creighton University and entered seminary with the Congregation at the University of Notre Dame. He professed Final Vows on July 2, 1929. He attended Foreign Missionary Seminary in Washington, D.C., and was ordained a priest on June 24, 1934. He was the first bishop of the Diocese of Fort Portal in Uganda. The cause for his canonization is with the diocese in Uganda.
